Property Re-Assessment

When will the results of the Re-Assessment be applied?

New property assessments resulting from the Re-Assessment become effective January 1, 2017. However, new assessments are not reflected in the tax bill until the 3rd and 4th quarter of 2017.  Third Quarter taxes are based on new assessment and estimated tax rate.  The first and second quarter were based on the 2016 assessment and 2016 tax rate.  If there is going to be an increases in taxes for 2017, it is reflected over the last two(2) payments of the year rather than being spread over the entire year.

First half of year is half of previous year (2016) and second half billing is based on 2017 assessment and 2017 tax rate.

Maplewood Reassessment Presentation Streamed live on May 24, 2016: Representatives from Appraisal Systems Inc. (ASI) gave a presentation on the upcoming reassessment. They answered questions regarding residential homes reassessment and the reassessment process. South Orange will be having their presentation in the near future and will welcome residents from both towns who may still have questions or concerns.

In accordance with State Law and under the authority of the Essex County Board of Taxation, the Township of South Orange Village will revalue all taxable real estate for the 2017 Tax Year. This reassessment is to ensure uniform and equitable assessments.   The Township has entered into a contract with Appraisal Systems, Inc. to conduct the reassessment program.

The first step of the reassessment process is the inspection of all properties in the Township.  In the coming months inspectors from Appraisal Systems, Inc. will visit all properties, measuring and photographing the exteriors of all buildings and inspecting the interiors. In order to properly assess your property, it will be necessary for a representative of Appraisal Systems, Inc. to examine the interior.  The first visit from an inspector will be between the hours of 9:00am and 5:00pm.  If the homeowner is not present at the first visit, the inspector will leave a card specifying a return date to do the interior inspection.  The notice will also have a telephone number to call to reschedule this appointment if the time or date is not convenient.  

All representatives will be provided with photo identification authorized by the Township.  Do not allow anyone to enter your home without proper identification.  Owners of rental property should notify all tenants of the rental units that an interior inspection will be forthcoming by the firm.  You will be requested to sign the field form verifying that the inspector made an interior inspection.

After the appraisals have been completed, you will be notified of the valuation placed on your property as well as procedures to review the assessment with a qualified representative of the firm.
