The Department of Code Enforcement and Inspections has numerous functions including, but not limited to:

1. Issuing building permits for construction, demolition, remodeling of and repair of structures, upon the approval of applications for same;
2. Issuing street opening permits for installation and repair of water mains, gas lines, etc.;
3. Issuing permits for signs, commercial, air-conditioning, oil burners and oil tanks;
4. Performing inspections for and issuing certificates of occupancy (for rentals);
5. Investigating complaints of violations of Village codes and ordinances dealing with building, zoning and health codes;
6. Consolidating and coordinating all regulatory inspections relating to buildings and structures which are not vested in any other department or division. The department makes all building inspections authorized or required by general law or the Building and Property Maintenance code of the Village and enforces the provisions of such laws and ordinances.


Division of Code Enforcement and Inspections

The Division of Code Enforcement and Inspections enforces the provisions of the Uniform Construction Code, the Village Codes of Property Maintenance and Housing Standards and such other codes as may be required to be enforced within the Village. The present BOCA (Basic Building Code) was adopted by ordinance in 1977 along with a National Plumbing Code and the New Jersey Uniform Construction Code. The Housing Code and Property Maintenance Code were adopted in 1965 and cover all buildings (commercial as well as residential). Enforcement of these codes helps prevent the deterioration of buildings throughout the Village. Proper occupancy standards of all buildings are maintained to preserve the residential atmosphere of the Village and the general welfare of the citizens. All inspections required by the Uniform Construction Code and the enforcement of this code are accomplished by the following:

1. Construction Code Official
2. Fire Sub Code Official
3. Building Inspector
4. Building Sub Code Official
5. Plumbing Sub Code Official
6. Electrical Sub Code Official
7. Elevator Sub Code Official
8. Zoning Officer
9. Maintenance & Housing Inspector

Division of Property Maintenance & Housing Standards

The Division of Property Maintenance and Housing Standards is responsible for inspecting, enforcing and prosecuting old violations of the Village Property Maintenance and Housing Standards Code which articulates numerous residential standards for such matters as: water supply, facilities, storage and disposal of garbage and rubbish, lighting and electrical services, ventilation, egress, minimum floor area requirements, area requirements based on occupancy, ceiling height, sleeping areas, heat supply, maintenance of the exterior of a residence, including lawns and sidewalks.
